Foreigners seen recklessly riding motorbikes in Hanoi

Four foreigners in Hanoi drove haphazardly on Hanoi’s Luong Van Can Street on Sunday, camera footage revealed.

At around noon, a camera captured four foreigners, without helmets on, riding motorbikes haphazardly while honking loudly on the street in downtown Hoan Kiem District.

Foreigners who want to rent motorbikes in Vietnam need driving licenses. Violations, such as not wearing safety helmets, can incur fines of up to VND600,000 (around US$25).

Riding motorbikes dangerously can result in a fine of up to VND8 million and licenses being revoked for up to four months.

Honking loudly and repeatedly in residential areas can bring fines of up to VND600,000.
